Making sure that the new is useful

This year, Norwegian hospitals are following the lead of those who have already implemented a new national system for assessing new medical technology and treatment procedures.

Most of us probably have some poor investments behind us. Do you have any unused apps on your cell phone, or is everything that you’ve ever downloaded equally useful? Tempting new offers can be difficult to resist, especially when you don’t know how to assess its total value.

Now, Norway has put focus on what the Danes have implemented – how can we figure out if what’s new actually has value to the hospital? Good evaluations of new solutions are a necessary part of the approval- and implementation process. New solutions have to be useful to someone – patients, employees, the hospital, society!
Here at the Clinic of Innovation, we have as a goal that all our innovation projects should follow such a template of evaluation. This way, decisions about implementing and sharing knowledge and results across health institutions nationally and internationally will be made easier.

Denmark leads the way...

How do health care institutions contribute to makins sure that everything that is new comes to good use - regardless of where you live and which part of the health service you belong too? Denmark have "usefulness" on the agenda.

Have you been there? A demure country - with smiles, fun and humour. A Copenhagen full of hospitality. It´s good to be Norwegian in Denmark. A culture to learn from.

The Danes have more to offer. Now they are at the forefront of cost-effectiveness anlyses. The Danes have for a long time been successful at evalueting new treatment efforts and creating structured project reports through  health technology assessments. Now there is a mini version that can be used by hospitals: "Mini-HTA is a flexible tool that can be used by hospital and department leaders, when they are considering implementing a new medical technology. Mini-HTA is developed in a way that makes if fit into local regional budget - and planning processes. Mini-HTA can offer a contribution to decision making when needed."

We are pleased to notice that the Norwegian Knowledge Centre for the Health Services and the Western Norway Regional Health Authority have approached this subject also in Norway. - Kari Kværner Idépoliklinikken, Oslo Norway

How long do you have to wait when you’re number 23 in the queue?

If you walk in the halls of Rikshospitalet, one of Oslo University Hospital’s buildings, you would be met with a long queue of people waiting to take their blood tests.
Eva Grønn, one of the leaders of the department of medical biochemistry made us aware of this – the queues and the waiting hours. We’ve become a large hospital with many different systems for test taking, but they’re all manual queue systems where you push a button and get a note with a number. A number that tells you nothing about the amount of time you have to wait, or whether you have time to get lunch or even go to the bathroom.

How do we separate the wheat from the chaff?

The Clinic of Innovation focuses on making sure that new solutions benefit employees, patients, their families and the hospital at large.

We are now creating methods for cost-effectiveness analyses of projects that have a potential for making a difference. We wish to “separate the wheat from the chaff” with these methods instead of using “qualified hunches”.

The Well-being workshop

The Clinic of Innovation received an idea about the premises at Oslo university hospitals  cardiac medical ward. After detecting the needs, we got in touch with the pediatric wards and asked them to help us solve the "problem". We created a "Well-being workshop" where we visited the pediatric wards with painting equipment and prizes to the participants who made beautiful "heart art". In this way we light up the day for the children and produced art that can light up the day for Cardiac patients!

The Innovation department at Oslo University Hospital is currently working on creating innovation indicators for Norwegian health care.

Mission: "Prepare proposal for a set of national indicators of innovation in health care.The proposal will assess the current indicators and to propose new indicators that cover the process and service innovation".

Why do we need innovation indicators?

Measurement efforts should focus not  only on monitoring efficiency and costs, but also on providing a broad set of indicators that can shed light on innovation processes in public sector organisations and show how these can help governments meet their goals. Innovation is perceived as encompassing the generation, adoption and diffusion of new ideas.

Yesterday, the Innovation department was in the next to last meeting with the regional health organizations to discuss suggested indicators, which are to be submitted in a full 10 page report to the Norwegian Ministry of Health and Care Services on September the 30th!

KASK Innovation is focused on the innovative processes and have created a space and cultur, as well as methods and tools to bring patients and employees ideas for improved service and new products to life.

The Clinic of Innovation is satisfied about our KASK Innovation mid-way conference that was held with Aalborg University hospital, Sahlgrenska University hospital and Induct Software - on the Innovation X seminar last Thursday in Aalborg. A lasting focus on employee-driven innovation in the organisation: We are on the way to achieving this. With time and support from the top, we believe it is possible. We are now arranging weekly events where we talk to our employees and collect good ideas in our internet solution.

The Clinic of Innovation is proud to be highlighted as important contributors to research and innovation implementation on the homepage of The Norwegian Ministry of Health and Care Services.

The Norwegian Ministry of Health and Care Services are about to publish a white paper on their National Healthplan; ”Future health care – safety for all. The following statement of state-of-the-art-challenge is posted: One important challenge is to ensure that the research results and innovative solutions are taken into use in the health care sector. Correspondingly, they should provide the foundation for a knowledge based and
forward-looking sector.
The Norwegian Ministry of Health and Care Services has emphasised the Clinic of Innovation in the following text: User-driven innovation at Oslo University Hospital Oslo University Hospital have created a tool for employees and users that allows everyone to send in good ideas for the development of the hospital, especially improvements of daily business and
various processes. Good ideas are developed in cooperation with Inven2.
